Message The outer lifter shell is constantly contacting the cam. It moves with the cam. It rides on the cam. We are measuring the the position of the top of the lifter in relation the movement of the cam. The other side in regards to the spring and valve is another story as that is the side that will collapse, but that has nothing to do with setting up the cam timing.
